When a person is removed from an apt lease (voluntary) should the sec dep be made out to the one left or both?

This is in NH. The complex is saying that even though my ex-girlfriend was removed from the lease they are within the law to still make out the check to both of us. I cant cash the check with her name on it and this has been going on for 5 months.
