What is the standard set of vowels?

When I'm doing math problems, there are some questions like, what's the probability of picking a vowel, etc. What's the 'standard' set of vowels? A, E, I, O, U? Or, A, E, I, O, U, Y? Thanks. This may seem like a really babyish question, but it'll help a lot if you answer.
