Is this an accurate ogy of creationism and evolutionary theory.?

Imagine a 1000 piece puzzle, with about 400 pieces put together--any observer can tell there is a building, sky, a water wheel, a stream, rocky soil, and new york city skyline in the background--the person who accepts evolutionary theory says--my theory is this is an old new england water wheel on a stream--somewhere around new york. The creationist says "god says thats not true" and so no it's not.
