Is it possible that Daniel Bradshaw and Sydney are tampering with the draft?

I haven't heard of Bradshaw doing this...the only thing I have heard is that Sydney offered him a 3 year deal which he was happy to accept...I know Carlton spoke to his manager but I'm not sure Carlton wanted to offer the same as the Swans.
