Can a cop from a different jurisdiction pardon my ticket?

I recently got a ticket from a cop for having my windows dark tinted and requires me to remove it, but i do have friends in the force in a different city and I'm wondering if they could pardon this ticket and maybe i could keep my tinting and not having to waste my $$$.
